In view of no Branch of the National Council

for Combating Venereal Diseases having been established

in the Colony in deference to His Excellency's wishee

that no voluntary organisation should be formed, and

his refusal to appoint a joint official and voluntary

body to act as a Committee, it will be advisable to

make some special arrangement which will enable the

National Council to provide the Colony with such

material and information as they may require.

We understand that a small official Committee,

consisting of the Colonial Secretary, the Principal

Oivil Medical Officer and the Director of Education,

is to be appointed, and that voluntary organisations

are to refer to that body. We would suggest for

consideration that this small Committee should register

with the National Council for Combating Venereal

Diseases as a provisional Branch. Permission can

be given to the Hong Kong Committee to use the copy-

right of such pamphlets as they wish to reprint, to

receive information and publications from England, and to make use of the Headquarters organisation in London for securing and shipping such material for education

as they may require.
